At UK Government Investments (UKGI), we create value for society from government’s most complex commercial interests. What we do is unique, and so are we. Wholly owned by HM Treasury (HMT), our team comprises 150 experts drawn from the public and private sectors who work together to provide high quality advice to departments.
Our work is delivered in four areas:
Governance: Promoting best-practice stewardship on behalf of 9 departments for 24 publicly owned businesses which together employ over 158,000 people, generate around £30bn of gross income and manage over £1trillion of assets.
Corporate finance: Advising departments on corporate finance matters, including all major government financial interventions into distressed corporate structures and corporate finance negotiations. This year we have undertaken a key advisory role in some of the most high-profile transactions and situations facing government, including the sale of Chelsea Football Club, as well as supporting departments with matters arising from the ongoing war in Ukraine and supporting the launch of the Energy Markets Financing Scheme.
Asset Realisation: Preparing and executing all significant corporate asset sales by the UK Government, including supporting the policy to return NatWest Group to the private sector.
Contingent Liabilities: Improving management of fiscal risk by strengthening expertise within government. This involves undertaking a new, cross-government data collection and analysis project that will help map the current contingent liability landscape.
These are some of the most complex and demanding tasks across government, ultimately having a significant social, economic and political impact across the UK.

Working as part of the Corporate Services Team and reporting directly to the Chief Operating Officer, you will ensure UKGI has a leading People Development and Engagement programme that supports our people to deliver on UKGI’s strategic objectives.
The Role
We are seeking a proactive individual who will take specific accountability for the design, implementation and delivery of the learning and development strategy and broader responsibility for the People Strategy delivery programme.

Our in-house, tailored development frameworks are designed to give people the knowledge and skills to deliver an excellent service. Specific responsibilities will include:
Learning and Development
• Leading on the Learning and Development strategy, working with UKGI’s Heads of Practice in Governance, Corporate Finance, Asset Realisation and Contingent Liabilities to identify capability gaps needed to fulfil UKGI’s strategic objectives.
• Support the professional development of our people by ensuring a variety of learning solutions are available through the provision of learning from external providers, eLearning and the design and delivery of internal learning, as required.
• Driving a culture of continuous professional development by ensuring that colleagues are aware of the CPD and learning opportunities available to them through our Career Pathways.
• Developing line managers to improve the performance of their team members, through designing and delivering targeted people management learning interventions.
• Evaluating all training interventions, including how learning has been transferred to colleagues and return on investment.
• Managing UKGI’s L&D Advisor to ensure that the annual learning and development plan is executed effectively.
People Engagement
• Working with the Heads of HR and Resourcing to lead the development of UKGI’s People Strategy
Knowledge, skills, and attributes required:
• Learning and Development specialist expertise in designing strategic programmes.
• Ability to seamlessly move between strategic thinking and tactical implementation is essential.
• Preference for a banking or professional services industry background as this will make the terminology easier to understand.
• Knowledge of working in a government context would be advantageous.
• In addition you must be able to exhibit the following competencies: self-starter, pro-active and collaborative.
