More details

At UK Government Investments (UKGI), we create value for society from government’s most complex commercial interests. What we do is unique, and so are we. Wholly owned by HM Treasury (HMT), our team comprises c.150 experts who work together to provide high quality corporate finance and corporate governance expertise to departments, advising in support of their policy objectives.

Working for UKGI provides a unique opportunity for talented individuals from the public and private sector to contribute to work of national importance. The work we do is challenging and fast-paced and is always significant in terms of social, economic, and political impact.

This role is available in either our London or Leeds office.

Our work is delivered in four areas:

Governance: Acting as the representative for, and leading the establishment of, UK government’s most complex and commercial arm’s length bodies on behalf of sponsor departments. We typically perform this via a dedicated shareholder team and provide a Shareholder Non-Executive Director as a member of the arm’s length body’s board. We work on behalf of 9 departments for 24 publicly owned businesses which together employ over 109,000 people, generate around £25bn of gross income and manage over £284bn of assets.

Corporate finance: Advising departments on corporate finance matters, including all major government financial interventions into distressed corporate structures and corporate finance negotiations. We have undertaken a key advisory role in some of the most high-profile transactions and situations facing Government, including the sale of Chelsea Football Club, as well as supporting departments with matters arising from the ongoing war in Ukraine and supporting the launch of the Energy Markets Financing Scheme.

Asset Realisation: Preparing and executing all significant corporate asset sales by the UK Government, including supporting the policy to return NatWest Group to the private sector.

FInTAG: Improving management of fiscal risk by strengthening expertise within government. This involves undertaking a new, cross-government data collection and analysis project that will help map the current contingent liability landscape.

About the Role

UKGI acts the Shareholder Representative on behalf of government departments for 24 government owned organisations including the British Business Bank, Post Office Ltd and the Nuclear Decommissioning Authority. As part of this role, we share best practice with these organisations on their reward strategies to enable them to pay fairly and responsibly.

We are seeking an experienced Reward expert who will engage with colleagues across Whitehall, to lead on providing advice on reward matters across a range of organisations. This is a high-profile role which offers the opportunity to shape reward strategy across government-owned companies and influence senior pay policy in collaboration with departments and HM Treasury. This would be a perfect role for an individual looking to make a move away from private sector reward consulting to work within government, whilst maintaining a varied portfolio of work.

Responsibilities

• As UKGI’s reward expert, you will support UKGI’s Shareholder Non-Executive Directors on all remuneration issues across our diverse portfolio. This will involve reviewing and commenting on Remuneration Committee (RemCo) papers across a range of organisations.
• Provision of advice on:
- Reward strategies, incentive plans and structures across the portfolio
- Pay and benefits benchmarking, as well as grading structures and job architecture, underpinned by job evaluation
• Lead remuneration framework reviews and senior pay threshold case assessments which may need to go to Ministers for approval.
• Build relationships with the Reward Directors, HR Directors, and RemCo Chairs of government owned organisations.
• Train and mentor junior team members, both technically and professionally.
• Present reports and findings to senior executives.
• Maintain awareness of reward market trends and best practice.

• Demonstrated ability to manage multiple projects and deliver high-quality client service.
• Excellent written and verbal communication skills, with the ability to present to senior stakeholders.
• Proven ability to work independently and proactively, taking ownership over your work.

Desirable Attributes
• Experience advising Remuneration Committees or senior boards, and building trusted relationships with Chief People Officers, Reward Directors and RemCo Chairs.
• Understanding of public sector pay frameworks and governance.
• Experience of working as part of a multi-functional team and supporting junior colleagues to develop in their roles.
